As part of the required American Public Policy civics course, all juniors at Tosa West complete the 8-week Issue Investigation Project, where they identify a real-world problem and propose a solution through public policy change.
The project includes a formal academic research paper and a structured presentation using a tri-fold board. Students present their work in class and at the annual Issue Fair, which brings together over 200 students and 80 community judges.
Now in its 25th year, the Issue Investigation Project teaches research, writing, advocacy, and civic engagement—key skills for active citizenship.
“It was challenging but rewarding to take something I care about and turn it into a real policy solution,” said junior Pablo Cortez, who co-produced this video with classmate Mielat Zeray.
